ICT Programme Support


Bolton at Home is a former ALMO that received the housing stock from Bolton Metropolitan Council as part of a Large Scale Voluntary Transfer. Our team has developed a longstanding partnership, during which we have provided the following support;


• development of two separate but aligned ICT and Customer Access Strategies;
• development of business cases for the ICT service; customer access systems (CRM, EDRMS, mobile working etc…); HR and finance systems;
• Currently developing a market ready specification for the procurement of a CRM system;
• Recently completed an OJEU tender exercise for the provision of an ICT managed service;
• developed a detailed, market ready specification for the procurement of the ICT service;
• assisted with the ICT planning for a new Head Office.


Strategic ICT Support


Helena Partnerships appointed our team to provide strategic ICT support covering a range of projects:


• Undertook a strategic review of the ICT service;
• Undertook a review of the telephony and contact centre technology;
• Developed a detailed, market ready specification of requirements for the consolidation of several contracts for the provision of services and support for the telephony and contact centre applications;
• Provided ICT governance support;
• Conducted a series of customer access and digital inclusion workshops to help shape thinking and spark debate as the organisation considers its strategy for customer access and service provision;


ICT Managed Service Procurement


Thrive Homes appointed our team to lead on the OJEU procurement for the provision of a managed service contract which included: WAN and LAN; the server and desktop environment; application hosting and support; storage; telephony; contact centre; and first and second line support. During this assignment our team undertook the following tasks:


• Facilitated a workshop to discuss the supplier market, the developments within it, and to advise on which procurement route would facilitate the best outcome;
• Undertook a full asset inventory; network architecture diagrams; current SLA and breakdown of costs; software licence arrangements; contract start and end dates; and cancellation terms for current contracts;
• Developed a robust, market ready specification of requirements;
• engaged with four of Thrive’s neighbouring Registered Providers to explore the opportunities for shared and co-sourced services;
• Provided advice, guidance, and technical challenge throughout the procurement exercise;
• Developed a service design document which defined the technology and service delivery requirements;
• Developed a robust Service Level Agreement to facilitate the ongoing management of the contract in an environment of continuous improvement; and
• Undertook due diligence on the selected provisioning partner.
